I'd write this IC, but the interaction is important.

So - OOC:

The position of Heirarch is not what it was.

It is not the final say on anything - that would be like the position of President in the US political system.
Instead (and sshhhh, don't tell anyone that this has happened - I was going on instinct, not planning), we've made it more like the Australian system, with representative candidates appointed to parliament (representing Paths rather than political interests [Orders] - still not sure that it was the right move), and the Heirarch (Prime Minister) being a representative figurehead of top-down planning and authority.

Ah, and what of the Lawkeeper?
Well, you know how the High Court, representing the people, can challenge the decisions of the Prime Minister (who are todays challengers to inappropriate social conventions such as MP3s? Why, celebrities, of course).

Y'see, the council is supposed to deliberate the opposing sides. We can be replaced as candidates far more easily than you can, by our own paths.

Think of what happens if I lose the next coin toss.
